The level of protection normally available at an aerodrome should be expressed in terms of the category of the rescue and fire fighting services as described in ICAO Annex 14 Chapter 9.2 and
in accordance with the types and amounts of extinguishing agents normally available at the aerodrome.

Changes in the level of protection from that normally available at the aerodrome could result from a change in the availability of extinguishing agents, equipment to deliver the agents or personnel to operate the equipment, etc.
